Street fraud leaves criminals $ 6 thousand daily

When walking through the streets of the Naples neighborhood, in the mayor of Benito Juárez, a man in a suit, white and hurried complexion, addresses two young people to ask for help.He expresses that he has just been the victim of a robbery. Some thieves took their truck, and the worst, with their baby on board.

They sympathize and offer him to call the police, but the man replies that they were already located, he only needs 100 pesos to reach them in a taxi. The story seems to be true, given the rush, young people only give him 50 pesos and the man retires.

They have just been victims of street fraud and precisely the mayor of Benito Juárez concentrates 24% of the calls to denounce this type of crime in Mexico City.

A person with the same characteristics and that operates in a bus station, in the subway or on public roads, on a 10 -hour day, can make up to 30 scams taking into account that the time of the conversation is less than five minutes, so it could 'raise' from 3 thousand to 6 thousand pesos in one day, according to data from the Citizen Council.

"I sell this fate that you do not have" Salvador Guerrero Chiprés, president of the Citizen Council, in an interview for Economicshoy, indicated that cases of street fraud or on public roads have always existed, only that criminals take advantage of the junctureof insecurity to build false stories to disappoint.

It offers another example: suddenly someone is swallowing in front of a passenger and tells him that a ring and a medal were found."I need money," he continues."I invite you to buy this fate that I have and that you do not have".

Guerrero Chiprés explains that fraud is very frequent by people who dress as victims and take advantage of the negative security perception."They pretend that they were stolen and there unfortunately hurt a principle of solidarity that can benefit other people who have really been victims,".

Another type of fraud on public roads is the mechanic, which includes clashes, mechanical failure, a computer breakdown and the falsification of insurance company identity.

Guerrero Chiprés explains that in all types of fraud deception and obfuscation are elements with which a state of fear, urgently is created and a solution to an invented problem is offered."They are creating an opportunity, a false emergency, and that is the psychological and material basis on which fraud operates," he says.

What to do in a street fraud situation? The president of the Citizen Council recommended that in order not to be a victim of fraud, the first thing is to avoid at all costs to use the cell phone in the street, since criminals frequently lurk people who present a distraction.

At the time the conversation is filed with the fraud, it is recommended to locate whether the person is alone or accompanied. He mentions that in the case of mechanical fraud there are reports describing a scenario of a vehicle that is damaged, a struck tire or a person that offers tires and is accompanied by two minors."Do not eliminate the feeling of solidarity, but confirm that the person is alone or accompanied," he says.

He also advises asking questions that help confirm the story, but in case of not feeling safe, he recommends cutting the talk and retiring."The criminals of any level act from a risk calculation, so questioning or having a more cautious attitude, makes them think two or three times".

COMPLAINT!In Mexico City, in the January-August period, the mayorships with more calls to denounce a street fraud to the Citizen Council are Benito Juárez and Iztapalapa, but in sum with Venustiano Carranza and Cuauhtémoc, they would be the four mayors who concentrate 65% ofComplaints of this type.Benito Juárez has 26%, Iztapalapa 20%, and Venustiano Carranza and Cuauhtémoc with 13%.

In addition, 46% of complaints are made by people over 45;65% of the reports are made by women, the rest men, especially over 70 years.

The president of the Citizen Council also stressed that in reality the reported cases are few, since the universe of 16 thousand reports that receive per month, only 20 in the last seven months correspond to street frauds.

The above attributes it to the fact that the disappointed people make a calculation in which they weigh the volume of the damage and the time that could take a complaint before the Public Ministry (MP), so most give up by being minor figures.

"In the Citizen Council we invite people to report. We do legal accompaniment to the victim with a lawyer before the Public Ministry to be treated and that, of course, regardless of whether there could not be a good disposition, the Council has an ability to influence so that people are promptly served "Points out.

In case of not going to an MP, it recommends that people report to the number of the Citizen Council 55 5533-5533, where they attempt 24 hours a day.The above to leave a precedent, that there are figures, statistics that help generate policies and laws to address this phenomenon.
